Advanced Solutions Leader, Transport for Greater Manchester
Kevin Toye is an Advanced Solutions Manager within the innovation team at Transport for Greater Manchester. Kevin is a transport expert and a chartered town planner who started his professional career within Greater Manchester after graduating in 2002 with a Ma in Town Planning from Heriot-Watt University in Edinburgh. At Bolton Council, Kevin took responsibility for developing and delivering core transport policy as well as carrying out detailed transport analysis to provide an evidence base for policy and schemes. In 2006 Kevin joined Liverpool City Council as a transport policy officer, leading on transport policy and programme development including directly managing significant transport investment programmes, from congestion management, to local sustainable transport funding to schemes linked to regeneration programmes (a combined package of over £10m delivered). Kevin also prepared the strategic case for major transport infrastructure schemes, and commissioned detailed work with a programme worth £83m subsequently prioritised and in delivery by Liverpool City Council. For TfGM Kevin also co-ordinates all bidding activity and has led several successful funding proposals (Horizon 2020, Interreg North West Europe, etc) on topics such as Mobility as a Service, SUMPs, low carbon solutions for retail, cycling and walking innovation etc. Kevin is currently reviewing shared mobility models and ultra-low emission vehicle strategy across Greater Manchester, developing initiatives to support growth in both markets, alongside other measures focused on decarbonisation of transport.
